This looks like young Thomas as a 16 year old in 1891

Sorry, cant seem to locate him on the 1881 census when he would / should be 6 years old have tried several different spelling variations of Pumphrey / pumfrey/ pumphry/ pomfrey etc.
It looked as though he had lost his father on the 1891 census, and his mum had re-married.
Sorry - hate to be negative

Well Done, - they look like the correct family.
All Names and ages match up (except Alice) and it looks like the first son was named after his dad Walter
Did my own check on the 1881 - dont know why they never came up the first time, but never mind, you managed to locate them
