If he is from Scotland and only 22 in 1891 then chances are he is still in Scotland at the age of 12, especially if you can't find him online.
Are you using familysearch or the scottish CDs?

Now my technique when I have an odd name is to look at the other one. Roberts maybe a common enough name but in Yorkshire less so.
Here's the marriage which I think solves the spelling mistake......

Absolutely right rob, though I don't trust info with sources unless I see it with me own eyes 
All the above came from the LDS site - IGI and 1881 census - all primatry sources should be checked to verify.
