Although all of the 1851 Census has been indexed, it has not yet been published, though it can be viewed at HALS.

http://www.hertsdirect.org/libsleisure/heritage1/HALS/

With a few exceptions(Berkhamsted and St Albans areas) the full 1851 Census Return for the  rest of Herts is only available on film, though it will be available on disc from the usual suppliers in the near future (S&N, Archive CD books etc)

I note that other WATTS living at Rickmansworth in 1871 have Chesham Bucks connections, so I presume that you mean that Henry's death was reported in the Bucks press.  Here are some useful Buckinghamshire Links:

http://www.rootsweb.com/%7Eengbkm/

http://www.buckscc.gov.uk/archives/

http://www.pubsindex.org/

The second link is for the Bucks Archives where I should imagine all surviving local newspapers are held.  The third link is for a specialist pubs index.  If you fill in the online form, they will check their index for you.  I have some Publicans in my tree, and have found them very useful.

Sorry I couldn't help more.
