Where can I find Naturalization Records?
Prue-1906: Prior to 1906, any "court of record" (municipal, county, state, or Federal) could grant U.S. citizenship. As a general rule, the National Archives does not have naturalization records created in State or local courts. However, a few indexes and records have been donated to the National Archives from counties, states and local courts and are available as National Archives microfilm publications. See the list of this county and state microfilm available. For pre-1906 naturalizations:
Contact the State Archives for the state where the naturalization occurred to request a search of state, county, and local courts records. Contact the NARA regional facility that serves the state where naturalization occurred to request a search of Federal court records

Try http://naturalizationrecords.com/ for online naturalization records AND for help if you have to send for papers offline.
IF he was still alive in 1930, that census gives the year of naturalization. See http://allcensusrecords.com/
Don't forget that you can't take the immigration or naturalization year on census as gospel - that is the most MIS-remembered years of all!

For the state of Wisconsin, it looks like the historical society has all the naturalization records. They are indexed in each county. Here is the state website. Looks like you would need to know what county he resdied in to find a naturalization- http://www.wisconsinhistory.org/genealogy/natlzn/nat-faq.asp
Looks like in Nebraska you could contact the Omaha Library and they can look at the state-wide indexes for you (for a fee). http://www.omahapubliclibrary.org/genealogy/gennebhisprint.html
