Have you tried FreeBMD yet? http://freebmd.rootsweb.com/cgi/search.pl
This site is an ongoing transcription project so the indexes are not yet complete. The earliest entry is 1837 (when Civil Registration began in England and Wales), so if the people you are looking for were born before that date then you will need to refer to parish registers.

hi angie and Lloydy,
the year i'm after is about 1856 in stoddeston which comes under the cleobury mortimor area, unfortunatly the name is very common james davies.
on the censuses he states stoddeston as his place of birth, he does not change it at all,
i have one cert james davies born workhouse in stoddeston illigitimate in 1852, trying to find out if any born about 1856,
i am hoping this is my man its not easy as i know nothing at all about this man.

I have had a look on FreeBMD for a James Davies born 1856 (I searched from 1855 - 1857) in Cleobury Mortimer registration district, but nothing 
The James Davies that you found in 1852 is the only one there, but remember that the index is not yet complete.
What census have you found James on? Was he living at home with his family or lodging/boarding somewhere else? Do you know his mother's name? Have you got the actual 1852 birth certificate?

hi Lloydy
sorry not been on for a couple of days,
i have james on the 1881/1891/1901 censuses,
1881- james davis 8 boothen ville stoke-on-trent, 1891- james davis 6 waterloo street stoke-on-trent, 1901- james davies 41 charles street stoke-on-trent.
i cannot find him on the 1861/1871 at all, on the censuses he has stated stoddeston every time,
i have a birth cert from 1852 born at the workhouse in cleobury mortimor to sarah davies.
