There's a Rougham, Norfolk. Did the reference come from the census?

I think its more likely to be Congham, Norfolk Smiley

One of my rellies is given as birth place Holt in 2 censii, but Cougham in another.
i beleive 99.9% he was born in Holt, but dont know where Cougham should arrive from.
