Hi Carol,
let's go back a step. You said you are using Legacy to make your website.
At some stage you were asked for a location (check the Tutorial, 4a)
Topic: TUTORIAL: Step-by-Step Guide to building your website

Have a look in the folder where you stored your website and see if there is a file there called index.htm or index.html
If there is, drag it into a browser fenster
(see tutorial, chapter 5 Testing / Pre-Viewing your website)
If this works, then let us know, the next step is to upload it to the website.

I can View my website in my browser. I even have it bookmarked. When i upload there is no file marked htm It is missing.

Uploaded htm. But there are still 970 pages + I still can not get into the site. Do i have to upload each page There are over 1000. I did not know my tree was so big!!!!

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

If you check your file manager here on rootschat (amongst all those webpages you uploaded) there MUST be one page labelled INDEX.HTM or INDEX.HTML surely??

Well we figured out the problem. Amongst those 970 pages there was NO index page. 
So she has added an index page - as a patch until we figure out how to make a proper index page.
