lookup please in plymouth census

According to his marriage certificate Henry Charles Bowen was age 24 in 1906 when he married Bessie Venner in Plymouth Registry Office. They were both living in New Street. His father was Charles Edward Bowen. The GRO says there is no entry for his birth in their index. I am unable to pinpoint him in the 1901 census. Can anyone help with advice as to how I can progress this. Perhaps a lookup in Plymouth census for 1891/1901 would help

both unfortunately are labourers - so nothing distinguishable there
