there are no silly questions here ...

On your website you have a MySQL database; 
phpadmin is the program for accessing this database through your file manager.

The good news Huh

You probably won't ever need it   Smiley

- unless you start programminig database applications for your website in PHP

We can tell you how if you want, but you'll probably wish you'd never asked  Grin
