1881 census Hartlepool

I am looking for Joseph and Jane Stead, who I know were living in Hartlepool in 1881. Joseph died there in 1885 aged 74, so they should be on the 1881 census. Last known address is Durham rd, Hartlepool 1871.
They are listed in the 1861/71 census, can anyone explain why not the 1881.

Hello Steady.

They appear in 1881 with the surname "Head" on the transcribed index (Ancestry).
