Hello northern boy
There is an Arthur Smith who was born in Bradford c1869 on the 1901 census (RG13/4692) living in Houghton le Spring with his wife and three children who were born in Houghton le Spring c1895, c1897 and c1899
It would therefore appear that he moved to Houghton le Spring before 1895
His wife is Sarah A Smith b c1875 Morpeth and his three children are Mary E Smith b c1895, Emma Smith born C1897, Joseph W Smith born c1899.
Not very specific I am afraid but it may help a little.

Hello again
I cannot see an Arthur Smith who was born in Bradford living in Houghton le Spring on the 1891 census listing so that might narrow it down further to the years 1891 - 1895.

An Arthur Smith married a Sarah Ann Taylor in Morpeth during the July/Aug/Sept quarter of 1893 (vol 10b, page 548). On the 1891 census she is shown as being born c1875 in Morpeth.
This is, of course, pure speculation but it would fit in with the other information and may help with the original question (particularly if you happen to know that his wife’s maiden name was Taylor).
