Nearest workhouse

Two infant girls, Mary Ann and Sophia Davies, were abandoned on a bridge near Abergavenny around 1857/8  and were later listed on the 1861 census of Kington workhouse (Herefordshire) as having come from Llangattock. Their parents were from the Brynmawr area. I know their father had died in 1857 and possibly their mother too. Why would they have been taken into Herefordshire?
According to Hereford Records Office the Kington workhouse records are in poor condition and they were unable to give details of when the children were taken there, and by whom,and when they left. At least one of the girls was brought up later by some people who kept a pub in Brynmawr. The girls then reverted to their father's surname of Heritage.

maybe that was the only workhouse  with space available for two girls  at that time - maybe  they had relatives in that area who  thought they could help but couldn't .
