HI
Is this an adult who recently married Elizabeth prior to the 181 census?
Or
Is this a child born in the early part of 1890 - 1891 possible in time for the census?
If an aduly do you have any children born to this couple?
It may help narrow them down in later census then they can be traced forward, hopefully.

In 1891 there was a family in St Weonards,
Edwin HEATH no birthplace given aged 36 Caroline no birthplace given aged 33, Thomas aged 4 Emma aged 3 and Ernest aged 7

I did come across this one family with an Ernest Gale but that would have made him only gone just about 16 when Edward Walter Gale was born in 1909.
1891 census shows this family to be living in Orleton, Herefordshire
Harley Gale 23 Head Occ Shepherd bn Orleton
Harriet Gale 24 Wife Kingsland
Ernest Gale 1 Son Orleton
Harriet 1 month Daughter Orleton
Sarah Gale 73 Mother Orleton
and here in the 1901 census
living on Church Lane, Orleton
Harley Gale 33
Harriet Gale 34
Ernest Gale 11
Anne Gale 10 ( could be harriet)
James Gale 3
I can't see another Ernest regardless of spelling in the 1891 onwards census

I am assuming you have the name Ernest Gale as father of the groom on the marriage certificate of your grandfather Edward Walter Gale. Does it give an occupation, and who are the witnesses on the certificate ?

Where do you have the information that your grandfather was born in Hereford from ?
Is it possibly Herefordshire rather than Hereford ? or even Hertford
Herefordshire has 6 register offices, so he could have been regsitered at any of those.
Thinking of other things - when did he die, did he serve in the Second World War where some details should be on his Service record.
What age is on his marriage certificate ?

found this one on the 1901 Welsh Census. They are living 12 Gray Street, Canton, Glamorgan
Walter Gale 40 bn Southampton Occ Hawker/Pedlar
Alice 48 bn Leeds
Ernest 14 bn Cheltenham
I might just add that they were had neighbours on either side that were Pedlars/Hawker and Gypsys.
Just looking to see if they can be sen in the 1891 census somewhere.
But if they were travellers maybe they weren't on
