Hi,
Looking for Albert Royal  Ibell abt. 1897 Father William Ibell mother Emily.
Also Frank Green abt 1887 mother Emily both at Upton Bishop.

Are you sure they were baptised and if so - what church?

As you already know Albert's parents names - what additional information are you seeking from his possible baptismal record

Albert Royal Ibell June qtr 1897  Ross Volume: 6a  Page: 426   

The 1891 shows Frank as the stepson of William Ibell who married Emily Green March qtr 1891 Ross 6A 791 so presumably Frank was either illegitimate or Emily was married previously.  A copy of his birth cert will give you that info

As William and Emily married in 1891 and Albert wasn't born until 1897, it appears he was their son.  On the 1901 census he is shown just as Royal Ibell son - aged 4

I have found an entry on the 1871 census for an Emily Green b 1864 Linton which ties up with the birthplace shown on the 1891 census.  Parents Thomas & Mary
