Internet speeds almost always cause some confusion thanks to the differences between bites and bytes plus the fact that although sites say not to use the net while tests are being run, many people still use the computer. Problem is, many programs will access the net while you're not aware so the best thing is to leave the computer alone completely while tests are running. Run the test a few times and work out the average.
Just because the net may run slow on one site doesn't mean the internet is slow - try browsing different sites. If other sites appear OK then the problem can very likely be with the server to which you're visiting as it may be having a particularly heavy load or even be experiencing problems. Remember that you can only download as fast as the server you're connected to. If the server has a poor connection your pages will download slowly.
There's also the problem of a particular program having crashed and is hogging precious processor time. This will have the effect of slowing down your computer including your browser which won't be able to render the pages quick enough. Check this by holding down CTRL, SHIFT and pressing ESC to get the task manager. at the bottom will be CPU Usage shown as a percentage. If this is at 100% check the CPU column and see what task is causing the problem. Note that System Idle Task should be showing about 95-99 which is perfectly normal. Anything else you can try highlighting and clicking the End Process button but be wanred this may crash or reset your PC depending on what you terminate.
I mentioned a difference between bits and bytes. File storage is measured in bytes (B) and data transfer is measured in bits (b) and not all programs use the correct abbreviation and the units are actually different.
1MB=1024 bytes 1Mb=1000 bits
As you can imagine the higher the values recorded the more different the result values can be.
Anyone who is with BT who knows for certain that problems with line speed is being caused by their equipment - KICK UP HELL as every call agent you speak to is authorised to give away a months' free line rental as a good-will gesture although this is not something they advertise. Why? Imagine how much money they'd lose! How do I know this? I used to work as a call centre agent for BT Yahoo! a short while back.
There could also be some malware/trojan/virus infecting your machine that can be strangling your connection. Best thing to do is run a deep and extensive check on your system with up-to-date anti-virus software and anti-spyware/anti-adware software. Don't forget to run net speed tests again after checking your system.
Then there's the problem of a driver somewhere causing conflicts with software. This rarely happens but can actually be a cause of the problem. The solution for this is to reinstall drivers but the problem is finding out which driver is corrupt.
The last one I can think of right now is having a poor level of service with a poor internet provider - this would affect all pages viewed and can only be easily diagnosed by monitoring your line speed over various days at different times of day and night. A solution would be to change ISP. I know for a fact OneTel and TalkTalk can be culprits here.
There are other reasons which can cause slow connections but being quite tired I'll post more as I remember stuff.

We're really kicking up hell now, Zeb.
4 weeks when the speed dropped from 500 kb/s to av 45 kb/s. They tried to tell each of us who complained that it was our equipment, distance from the exchange, unit at the exchange. The poor old engineer has tested all our equipment, done numerous line checks (lots of packets being dropped) on a few lines. He told me this afternoon that it was the signal coming into the (very small unmanned) exchange that was at fault - or that they had done something that he didn't know about. But when we phone the service line (an 0845 number ) we are given rubbish.
Now we're using bigger fish to get at them but it will take a while.
Watch this space!

Sorry to hear the line speed has gone to cheese, just keep complaining and asking what they're going to do about the fact that you're paying for a level of service that you're clearly not receiving. Keep asking them this more than once in the same call and during more than one call and a few times you may annoy the agent enough so they'll give you the free line rental to shut you up. If you keep calm and word it right you can also appeal to their good nature and they could also give you the free line rental out of sympathy.
Remember - your know your circumstances, the call centre agent doesn't!

Hooray
This morning, I switched on and noticed things seemed fast - did a speed test and found it has now gone up to 438 kb/s - not as good as before (490-500) but more like normal. My speed went down to 50 kb/s on 4th October.
It has taken us all this time to get BT to realise that it wasn't our equipment. the line from the exchange to here and, as the local engineers found, the unit at the exchange and that everyone on the same unit were affected. Last Friday 'the engineers from the South' finally agreed that our speed reduced on the day that major upgrading was being done to the whole network. Ironically, this was to increase speeds!
My advice to anyone is to keep on at them and don't be fobbed off.

I had a real big apology this morning. They are taking up compensation, cost of phone calls, etc., etc. and whoever was responsible for the boob might get a little rap, me thinks 
They've given me so much agro that my hairdresser though that I was looking very tired and stressed yesterday. last time I went was the week before all this happened. Mind you I did have a few other probs as well

Glad you used the best test that I've come across 
If you're only on 1.4 and you're paying for 8 MG, you're not getting a very good service 
The adslguide has some very useful tips and articles. Have a browse. You may even want to change your ISP - a luxury which I don't have in the outback!
