Hi Allan
A couple of links for you to look at:
1. In respect of the different counties (and their parishes) in Scotland see: www.scotlandsfamily.com/gazetteer.htm Tabs for maps on the left hand side. Midlothian and Dumfries are not at all close as you will see. IGI is very good for Scottish births/marriages in the period following official registration 1855 to 1874/5. After this point, entries are submitted rather than actual extracts.
2. Scotland does have its own census. Unlike the English ones which are available from Ancestry, Scotland's are pay to view per image from www.scotlandspeople.gov.uk. This is the official pay to view site for all post official registration (1855) BMD certs, with certain time cut-offs for on-line access depending on event and censuses from 1841-1901. Have a look at the these links here on Rootschat to help you get the best from the site and also how to start research in Scotland:
www.rootschat.com/forum/index.php/topic,24468.0.html www.rootschat.com/forum/index.php/topic,43916.0.html
3. I've searched Scotlands People (free to search once you register) and there are only 6 births showing in Dumfries for an Agnes Henderson between 1890-95. If you have her father's name from her marriage cert (in Liverpool?) this should hopefully help you in your searches and to verify that you have the right Agnes's birth details.
Regards.
Monica
