Hi Fliss I imagine you have her record from the 1880 census, available from the LDS site.
Following up on Faithful, her daughter mentioned there, she was married to Simon Matthews in Graham County, AZ. I found them on the 1900 census, hoping to find Elizabeth living with them, but nada.
As John was 57 in 1880, he was possibly deceased by 1900, as there is no trace of him there. Did find one entry for Elizabeth Field in Utah in 1900 which does not match any of the details you provided.
Also, I was not able to find her son, Brigham, on the 1900 census index.
The 1900 quite often gives the year of immigration to the US.
Could she have travelled under the name of PICTON?

I know that Eliza died in Mar 1922 - Bryce, Graham, AZ and John in 1908 - Pima, Graham, AZ.
If there's a chance Eliza's date of emigration is noted on the 1900 Census is there any way you could look her up for me in / around Bryce, Graham, AZ? I don't want to inconvienance you but if you do have easy access to the 1900 Census, I'd be so so grateful!

P.S. Does the US hold a national register of all marriages? Or is done state by state? How would I go about obtaining the marriage details (conducted as a Mormon sevice) of Eliza's marriage to John Fenton Shields on 6 September 1888? Would the records mention who the witnesses were i.e. hopefully, other members of her Howard / Picton family?

[/i] Hi Felicity Not able to find Eliza nor John on the 1900. Arizona was yet a state (until 1912) and it's a little tricky. Utah is included in the search as are several other states.
BUT I did find her on the 1910, stating her age as 47, living with son Brigham Y age 30, living in Arizona. The same census gives her arrival date to the USA as 1870. She is widowed, so that helps verify John's death.
There is a lot of information available on www.familysearch.org for this particular family.

[i] There is no national register for marriages "sob". There are, however, a couple of films available through the library at the above site, that may provide the information that you are looking for re the 1870 marriage.
I'll be going to our local library on Wednesday and will ask some of the Mormon researchers about the availability of said records. They will be only too happy to help.j

Firstly, I notice one glaring mistake I've made in an earlier message: JOHN FENTON SHIELDS married ELIZA ELIZABETH HOWARD on 8 Feb 1870], Endowment House, Salt Lake city. Ignore any other date I had quoted for this event!
The 1910 US Census was interesting, not least because ELIZA had knocked some years off her age. Born in 1853, she would have been 57 not 47! Still she wouldn't have been the first person pretending to be younger than she was in reality!
Is there any way you could transcribe the details from the 1910 Census for me?
I was intrigued that her date of emigration was recorded as 1870! Given the fact she married on 8 Feb 1870, could she really have landed at New York, travelled across to Utah - all between Jan 1st 1870 and her marriage 4 weeks later???
So, for the moment I'm no further forward in seeking details of her actual emigration! IF you could find any information about her emigration I'd be VERY grateful!
By locating her on a shipping list etc I'll be able to determine whether she travelled with other members of her family. Many of her HOWARD family unit (parents JOHN & CLARA, plus older siblings: Letitia, Caroline, James and Rosetta)are proving to be extremely elusive here in the UK! That's why I wonder if they too decided to start afresh in the US.
Please don't feel pressurised to find information for me but if you want to then that's fine....THANK YOU!!!!!

Hi Fliss Sorry, but I am unable to help with her immigration with my two subscriptions. Nothing on the other family members in the 1868-1873 range either.

SHIELDS Eliza, Head, Female, White, 47, Widow, b England, parents born England, to USA 1870, no occupation
Brigham Y., son, Male, White, 30, single, b Utah, father born Pennsylvania, mother born England. Occupation: Laborer/Odd jobs
Also in the household
SMITH, Frank A., lodger, male, white, 30, single, b Utah, father born USA, mother born Utah.

Hi Fliss LDS Family History Library does not hold any filmed records of marriages in the Endowment House for 1870. One would have to visit Salt Lake City.... 
I did check the 1870 census for Utah, taken 29 July for any Howards. Did not come up with anything conclusive.
However
1870 US census Utah, Utah County, Pondtown. Post Office: Payson Roll 1612, Book 1, Page 259a
SHIELDS John F, 47, Farmer, born PA Mary, 45, keeping house, born IL Lewis A, 13, born California Maria, 10, born California Martha 7, born Utah Mary E, 4, born Utah Rachael, 6 months, born Utah
and just a few pages further on (Page 260a)
SHIELDS, Eliza, F, W, 17, keeping house, b England John (F or T), M, W, 18, at home, b California
They were listed under the same family visitation # as the PLUMB family.
Mary's youngest was 6 mos in July...born January...and he married Eliza in February....hmmmmmmmmmmm
Could the John living with Eliza be one of John F's older children?
Still hunting the immigration records.
