Here goes.
I quick look at the 1901 census for Elks families in Walsall locate the following.

James and Agnes Elks RG13 Piece 2703 Folio 120 Page 36
They have no children and no others present in house.

William E Elks and Elizabeth Elks RG13 Piece 2697 Folio 59 Page 51. 9 children present.

Evelyne D Elks aged 5 living with grandparents William and Sarah Glover. RG13 Piece 2698 Folio 125 Page 15

Charles and Drucilla Elks RG13 Piece 2706 Folio 85 Page 5.
Living with 6 month old daughter Florence M Elks.

Therefore looking at above births
Florence May  - Charles and Drusilla
Ernest Gladstone - William and Elizabeth
Male Jun 1898 - registered death Jun 1898
Alice Elizabeth - William and Elizabeth
Evelyn Drusilla - Charles Elks married Drucilla Glover Dec qtr 1895 - therefore likely to be their daughter.
Bertram Laurence - William and Elizabeth
Emma - William and Elizabeth
Leonard Levi - William and Elizabeth
Edward William - William and Elizabeth
William Edward - registered death Dec qtr 1888
Thomas - registered death Jun qtr 1887
John - William and Elizabeth

And a look at 1881 census shows that
Annie Maud - William and Elizabeth

So the birth certificate of John T W Elks would show which family (if any) of the above he fits into.

Had a trawl through births 1935-1950 at lunch.
Only Dukes child with mothers maiden name of Flavell that I could see is Frank himself.
Do you know if there were any siblings?
Any ideas when parents died?

Did you get any further back with the DUKES?

I have James DUKES born circa 1853 in Pelsall, his wife Maria, and daughters Fanny (Louisa Fanny) and Esther living in Walsall in 1881. There was also a son, Martin, born circa 1882.
This was not the only DUKES family in the area at the time, but if you find a link I'd be happy to share what I know.

Hi cudnt help but see your request for the Dukes family, My grandparents lived in Walsall and a Dukes family lived a couple of doors away not sure if they any relation or if can be any help but I will ask my dad if he remembers anything about them
