Hi Kate - good timing - just got the email back from England which is as follows
Thank you for contacting Westminster Library Service. All British birth
certificates can be obtained from the  Family Records Centre (see
http://www.gro.gov.uk/gro/content/research/obtainingcertificates/index.asp).
The FAQ should give you all the information you need about applying for it
(http://www.gro.gov.uk/gro/content/certificates/faqs.asp). If you are
certain that Thomas Sherman was born in Westminster, you could also apply to
Westminster Register Office - see
http://www.westminster.gov.uk/communityandliving/registrar/familytree/firsts
teps.cfm#birthcert for details of how to make the application (it may be
cheaper than using the Family Records Centre). I hope this is helpful -
please ask again if you need any further information.
I have sent another email telling her that we have been unable to find it through the usual channels - so don't know if she can help further or it might pay you to go to the wetminster link that is on there.
