On some passenger records from the early 1920s, I have found this addendum handwritten beside some families' names on the typewritten manifest. Some say "Smith permit".
Does anyone know what this means?

Although I have no idea what a "Smith's Permit" is, you might try asking the people from the Pier 21 site at http://www.pier21.ca/
or possibly the National Archives at www.collectionscanada.ca/
Is it possible for you to attach the portion that shows this to this posting? (Just in case you have read it wrong.)

That's a very good idea, to ask Pier 21. I have even been there, but didn't think of that. Unfortunately there can be no doubt that it says "Smith", as it is repeated many times, and is very clear.

Good guesses, but I think that's not it. There are a lot of people with this notation, and they're all going to different places in Canada and probably doing different things. My particular person was going to Peterborough to work for CGE in some capacity or other, according to the same document.
My suspicion is that it was some sort of government-sponsored immigration scheme. Perhaps somebody named Smith put forward a bill in parliament?
