Surprisingly one of the main reasons for a church not applying to be licensed was the requirement to provide a secure place to keep the register.  Many small churches could not justify purchasing the strong chest or more recently safe for the small number of marriages that they were likely to conduct.

I know that in the 1950s when the church with which I was involved at the time applied for a licence its safe was not regarded as sufficiently secure even though it was regarded as sufficient for the collection and a few other items by their insurance company.
