Hi Laura
I couldn't find Kate Attwood or Cogans on Luton 1891 census I'm afraid, but I was only using Free-cen UK someone else may have better access. Here she is from the LDS site in 1881 and her possible partner, I couldn't find a John Cogans in Bedfordshire in 1881. You could order her marriage certificate for more info, then take it from there. and from the search facility on the 1901 census website I could find:

which would suggest to me that your Kate Waller married Thomas Attwood, but I didn't find any suitable matches for either of them on the 1901 census.
