Fanny Maria NEPTON marriage registration to Frank VOWDEN is in 1886 - and she is with him in 1891 Census, where as you say it indicates YOB 1865 Devonshire Devon. Her age of 33 in 1901, however, indicates a YOB of 1868 - which fits better with the following 
I think her maiden surname is usually rather NAPTON than NEPTON - and her father was married twice.....and was a Seaman, then a Butcher before being a Waterman

He is with them in 1861, and has apparently taken a break from the sea 1861: Stoke Demeral, Devonport Devonshire Ref: RG9/ Piece 1449- Folio 14- Pg 24 Address: Mutton Cove Head: Richard NAPTON 36, Butcher, b Kingsland Devon Wife: Catherine 35, b Devonport Devon Dau: Jessie NAPTON 13, b Southdown Devon ----? Eliza Ann COAD 21, unm, Housekeeper, b Truro, Cornwall Dau: Matilda NAPTON 12, b Parish of Maker Boarder: Walter STRATTON 49, Widower, Waterman, b Falmouth Cornwall Though no relatoionship is stated, suspect Miss Coad is also a Boarder - and enumerator mistakenly put her in before dau of the Head, Matilda.
Richard now appears with his 2nd family in 1871 - including a first appearance of your Fanny! 1871: Stoke Dameral- Folio 13- Pg17 Address: 4 Mutton Cove "Mutton Cove Inn" Head: Richard NAPTON 49, Butcher. b Maker, Devonshire Wife: Eliza NAPTON 20, b Devonport Devonshire Dau: Fanny M NAPTON 3, b Devonport Devonshire Son: John H J NAPTON 1, b Devonport Devonshire Dau: Edith NAPTON 3 months, b Devonport Devonshire The licenxee at "Mutton Cove Inn" is another seperate family named DAVEY, there is actually no address next to the NAPTON's name, but the way the Census is laid out, it is clear they were a seperate "household" living at that address.
Richard and Eliza weren't married in 1871!
Of their children in 1871, Fanny's birth I think is under her mother's maiden name. But John and Edith are under NAPTON /NEPTON- as are some of the later born children as named in 1881 - maybe after Fanny they knew the registrar wouldn't rumble them when they were registered as "legitimate" under Richard's name?
