Just putting that surname into the 1841 census and IGI...come up with nothing ...The closest I can find is a Geroge (sic) Bickle b Art Hill , Cornwall , on vessels Scotland in 1861... never heard of a place called Art Hill LOL
I am sure that Ann's surname has been mistranscribed quite often...see below ... I am sure that it must be Barkla as this seems like a far more common name in Cornwall. Also the Cornish accent may play a large roll in it being mispelled
(I had an Amelia Carnarton ,b Cornwall, who name was spelled Knoriton on her marriage cert LOL )
Hi Bry I have been looking for a while for the Barkla Family in 1841 ....at last I have found them; they were transcribed under "BARKELL" and enumerator wrote them down as BARKELE  1841 St Agnes JONAS Barkele (sic) 40 tin miner Honnor " 40 John " 15 Tin Miner Thomas " 15 tin miner James " 14 tin miner William " 13 tin miner Isaac " 11 tin miner ANN " 8 ........................she married Nicholas Stephens Mary " 6 Henery " 4 Samuel " 2 all born in county IGI has this extracted marriage: Jonas BARKLA to Honor TONKIN 5 july 1823 St Agnes near Truro deb 
Maybe the way to go is to find a birth record of one of Ann Stephen nee Barkla's siblings where it would show Jonas' surname .

This may be one ... birth reg
Henry Barkla Sept q 1837 Truro Vol 9 pg 193
They also had a Samuel aged 2 in 1841
I cannot find a Samuel Barkla b 1839 but there is a Samuel Barklus Sept q 1839, Truro vol 9 pg 266 I checked for a Barklus in 1841 and for a death of a Samuel Barklus... no matches .

Found the following on IGI John 25/12/23, Thomas 26/03/26, Isaac 26/12/32, Ann 23/07/33, Mary 17/09/35, Henry 05/08/37, Samual 19/08/39, Sarah Catherine 12/08/41 & Richard 29/09/45
As you said Barkla seems to be the recognised surname (although it appears local to Cornwall in this period).

You were right, the father is Nicholas who was a miner. Address appears to be Luay - St. Agnes.

Back again ... something funky happened with my computer ...everything okay now 
I wonder if their address on marriage was 'Quay" ?
i also asked my friends for help on the USA info ... This is what they came up with...
Nicholas Stephens Date of Arrival~ 12 april 1880 Estimated birth year~ abt 1833 Age ~ 47 male occupation~ MINER Port of departure~ Glasgow Scotland; Moville Ireland Place of origin~ Scotland Nationality~ Scottish ............................... This is the only thing that is off  ship~ Circassia Port of Arrival ~ New York
There was also this... 1880 census Nicholas SteVens 40 years Nationality~ English Father~ English Mother~ English occ~ works in mine Status~ married Home in 1880~ Randolph, Morris, New Jersey
Those were the only two .... Unfortunately the US 1890 census records were destroyed by fire ..
