1881 Missing People

In the 1881 census I've come across quite a few families where the head of the family is not listed at the home.  The wife is noted as "M"arried and the husband is still living in the 1891 census.  A search of the rest of the County and indeed the whole of the United Kingdom doesn't turn up these missing men.  I have checked the original scans, not just relied on the transcribed ones on familysearch.org. 

Other people have noticed this too so it's not just one set of relatives, maybe brothers; in 1871 or 1891 they have had Ag Lab or general labouring occupations, not seamen, so presumably not away on a ship.

Can anybody shed any light on any event which might take so many men away from home on census day in 1881.

Army? Navy?  perhaps?
If serving abroad they would not be listed in the Census.   Short service was quite common I understand so 7 years, or even 15 could fall in the 20 year gap.
