I am trying to find Thomas Herbert who was born around 1795 in Charney Bassett.

he's in Charney in 1851 aged 58y. HO107/1687 F493 P11

By 1861 his daughter(in-law)? caroline has re-married, to Whitfield.
RG9/729 F104 P9.

Of Thomas there is no sign. Probably dead.
I suggest that you look for candidates in the death indexes/parish records.
