Thought it sounded familiar!! 
The chap in Texas was my best guess but he may or may not be your fellow in the light of the 1930 census.

Have just re-read my comments on the Fred Elliott post, and no wonder I could not find him last time in 1930 as his father is Scottish and his mother Canadian....interestingly the chap I found this time with the extra family info on 1930 has changed his story to both parents being from Illinois 
It does seem to be him though, as the birth date of 19 Aug 1888 matches with his earlier census return and his enrollment in the US forces.
Are you sure that this Fred is your Fred?
Have you any certificates to back up this obituary being Fred's (ie Thomas and Isabella's son) as it would be terrible to be barking up the wrong tree 
Let me know if you want me to check anything
