The trouble with being a Joscelyn/Josselin/Jocelyn is the various ways of mis-spelling it!

There were actually TWO Joslyns at that school in 1861 - Charles, and possible older brother William, 11.
1851 census, HO 107/1479, 128/21 St. John the Evangelist, Westminster 31 Vine Street Sarah Barefoot, widow, 42, nurse b. Woodstock Oxford Sevinia, dau, 9, scholar b. St. Pancras Martha Jocelyn, 6, nurse child, scholar, b. Richmond William, 2, nurse child, b. Richmond Mary, 6weeks, nurse child, b. Surrey We?? Lying In Hospital. (Actually might be West(minster) Lying In Hospital and the dittoed 'Surrey' is a mistake).
A Mary Louisa Sprynge Josling was registered Mar 1851 quarter in Lambeth - a slightly odd middle name there, but I thought it might go well with Lyrcurgus!

A 'nurse child' is sort of like a foster child today. The youngest child, Mary, was also born in a lying-in hospital, which were maternity hospitals intended to care for (depending on the hospital somewhat) single women or the wives of poor tradesmen/soldiers/sailors etc. It's possible that Sarah worked at the hospital as a nurse.
Also I suspect the parochial school would have also have been a charitable institution. So it appears that their parents weren't able to take care of them for whatever reason - complications in childbirth were common so the mother was probably ill at this time and the father away (soldier, sailor, etc.) or unable (working long hours, no relatives who could or would watch the children while he was at work).
Hopefully once you have Charles' birth certificate we'll be able to find his parents on the censuses.
