Have you found them on the 1891 census yet? That would give you both parents ages and birth places - at least a rough idea, allowing for lies and subterfuge of course. I think this should be your first line of enquiry.
Herschell is a German name in origin.

There are some 'Herschel' families b. Scotland on 1901, including what looks like an Alexander and Mary with several children (no Annie though). What was Alexander's occupation in 1886?
There's also an Annie Hershall, b. Birkenhead, aged 17, in Broughton, Lancaster in 1901. Age slightly off, but a possible? No other Hershalls in the region.

Hello there,
I have found an Alexander Herschell and a Mary Henshaw's marriage on the Cheshire BMD board in 1891-95. Did Annie's mum die and dad remarry?

There are a few with that surname- maybe if you try different spellings you might find more

I'm presuming you have the family in 1881 in York?
RG11 / 4837 folio 60 page 21.
Both Alexander and Mary and the older kids are born in Scotland,so my bet is that they were married there too. Prob around 1870-71.

Annie wasn't born till 1886,so won't be on the 1881 census of course! Do you have a marriage cert for her? If so who are the witnesses,and what other info does it have on it?
Do the names in the 1881 York census ring any bells in the names she gave her kids?

Have you tried asking for an 1871 look up in Scotland- maybe Aberdeen,as that's where daughter Margaret was born c 1871/2
Here they are in 1881,but I'm surprised by their address,a hut? They seem to have a servant.Very odd

Broughton is I believe in Lancashire so you could try the Lancashire Record Office
http://www.lancashire.gov.uk/education/record_office/index.asp
to see whether they or any other record office may have records for the home Annie was residing in, in 1901.
Though I can't see a baptism for Alexander on the IGI there is a possibility for his wife Mary.

I would also check for Alexander in Scotland on the 1871 census as Carol suggested (bearing in mind there was another Alexander Herschell (who was a draper's assistant) also born in Scotland circa 1846 and any previous censuses he can be found.
I can't see Alexander on the 1901 census. Had he returned to Scotland?
