I too found the same as Kath. If you follow the census through to 1891 Eliza Davenport is listed as mother-in-law to William Brew. So his wife must have been a Davenport.
Thinking about the 1841 entry- I too thought maybe grandparents (HO107/905/2/6/24/27). If you look a few pages earlier there is an entry for Benjamin Eccleshall age 30 and Sarah age 28 with a baby Lewis age1. At a long shot(very long shot!) - Could this William be the child of sarah who has since remarried to Ben, and he is sent to live with her in-laws!?! need to check marriages. There are no Brew families in the pages before or after?
I can find no Brew family in Sheiff hales on the 41 census. A mystery really???

There is another possible William Brew in 1841. Ancestry have the family transcribed as 'Brea'

All listed as born in county except Mary.

Weston under Lizard is about 3km from Sheriffhales.
In 1851 the family are still in Weston under Lizard:

Yes, I think this is him. I have found out that his father was called Thomas. And as they were in the census as Brea, they were hiding from me.
