Definitely not Abm - It's F.W....it also says that F.W. Archer is single (I'm pretty sure that's what the 'single' at the end of that entry means, although I'm not sure about the 'P' following it - I've only ever seen 'singlewoman' and 'singleman' before). I'm not 100% familiar with Tas convict records, but it looks like the entry below your William Archer (for William Atten) follows the same basic pattern and ends with the same word: 'single' and then 'P'. It would be pretty unlikely, if this was referring to the father, that both mens' fathers would be single!
It's my (limited) experience that parentage and even hometown is rarely mentioned in convict records. My two convicts had slightly less common names than your William Archer, and I was able to find their home counties on their paperwork, so have been able to track them down.
