Death Certificate Look-up

I recently have written to dublin to obtain the death certificate for my great-grandfather who died after 1917 aged 86yrs+ but have had no luck.  I am sure his death would have been in the newspaper "the Westmeath Examiner" as his wife Anne Cleary was in the paper when she died in March 1906 with quite a big spread.  My great-grandfather was a retired auctioneer/farmer and lived at Hilltown, County Westmeath, Ireland and his name was Philip Coyle, he was a widower.

Where could I try to obtain this certificate and is there any search facility for the deaths which would have been in the newspaper archives for this time?
