Could I get a birth certificate for Samuel Harrison on the following info?
Born Runcorn Cheshire c1829 father George Harrison
or do I need more?
I can't find more anywhere

Birth certificates are only available after 1837 when staturtory registration was first required. Even then not all babes where registered.
For this date you need to see the parish records and hope they have survived and that Samuel was baptised.
Hopefully somebody with more local knowledge can help further on what particular records to look at and where you can access them.

The best place to ask would be the Cheshire records office,in the first instance send a email detailing your request to the address on this link
https://www.cheshire.gov.uk/recoff/eshop/copfront.htm
they will reply hopefully with a free lookup.
