Hi, I think that you will find that it was the Compolite Arms, not the Cosmopolitan Arms. The Compolite Arms was on Tower Street (which I believe is now St James Road). It would have been either on (or just off) Seaside Road between ChristChurch and Cambridge Road.
The Compolite Arms was discussed in a thread on the Sussex e-mail list of Rootsweb (http://archiver.rootsweb.com/th/read/ENG-SUSSEX-EASTBOURNE/2002-11/1038066888) a few years ago.

Hi, I have looked in to this a bit more. The address for the Cosmopolitan/Cosmopolite/Compolite Arms was 28 Tower St, Eastbourne.
1861 #28 Tower Street is inhabited by 3 households. The first listed household is that of John Maynard (Surveyer) and his wife Sarah. There is no evidence of a beerhouse at this address.
1871. #27 Tower Street contains several different households, as does #28. One of the households in #28 is listed a "Cosmopolitan" and is headed by Sarah Maynard, a widowed Beer Housekeeper.
1881 #28 Tower Street is listed as the "Cosmopolite Arms" and is occupied by James Putland (Blacksmith and Beerseller). #27 Tower St is a boarding house.
1891 James Groves is living at 28 Tower Street which was also known as the "Cosmopolite Arms" (know that I know what to look for it is easier to decipher the handwriting). James was listed as being a Beer House Keeper. There were several lodgers in the household. #27 Tower Street was listed as a common lodging house.
1901 James Groves was still living at 28 Tower Street but it isn't listed as the Cosmopolite Arms. #27 is still a boarding house. James is listed as a Carpenter and Publican (?).
25 May 1919 The address given in Frank Purcell's WWI Pension papers is "Cosmoplite Arms."
I have taken a look at several Kelly's directories from the early 1900s and haven't been able to find evidence of the Cosmopolite Arms being listed. It may have been "unofficial" and more of a boarding house than a pub.
The definition of Cosmopolite is "a cosmopolitan person."

My mother remembers the Cosmopolitan from the 1920s situated in St. James Road formally Tower Street, just off Seaside. Family have always referred to it as the Cosmopolitan. Regards, Jay

The Cosmopolitan Arms or Cosmopolite Arms are mentioned twice in records in the East Sussex Archives.
