ITM - Who "qualified" to give consent??

Hi All

Wondering if anyone knows who qualified to give consent for a minor to marry.

I have an ITM for 1891 where the bride is 18 - consent given by father, BUT the groom is 20 and it says: "No person in Colony having authority to give consent".

I know both his parents were dead, but he had older siblings and Aunts and Uncles in NZ at the time.
