I am looking for Russells in the Holywell District from 1837 onwards. Several listed in census returns  but only a handful of births listed on North Wales BMD. Is coverage 100%?

I don't think that parts of Caernarfonshire and Merionethshire are covered yet.  This list gives the  birth coverage to date:
