1813 is too early for my resources, but on the 1871 census there are 2 candidates:
Joseph VICKERY born Chard, Somerset at Chard
(wife Elizabeth and children Joseph and George)
Joseph VICKERY born Somerset (not specified) at Yarcombe, Devon
wife Mary and various children plus servant.
Either of these seem likely? They fit the general west country theme of your other message.

Sri 4 delay. Can't get the image for the Yarcombe JV to load at all!! Howerever the reference is RG10/2404/F7/P6. Wife Mary is 52, children Henry 21, Jane 17, Abram 11 and servant William SYMES 12.

Elizabeth W M 57 lace mender born do
Joseph 28 son S factory hand born do
George 19 son S factory hand born do
all at Bath Street, CHARD
There are 2 other Joseph VICKERYs, one aged 57 born Devon inDevon and one aged 59 born Dorset at Dorset. Haven't looked at them, but can if you like.
