http://genuki.cs.ncl.ac.uk/DEV/Bampton/index.html has links to transcriptions of baptism, marriage & burial records for Bampton Devon and there is are baptism records for the the 3 children of John & Ann who you found in the 1851 census plus another child baptised in 1852 and one baptised together with Charles and recorded as dead (stillborn?). Interestingly, the parents are recorded as John Hoskins and Ann Vicary and I think this refers to Ann's middle name. Some of my Devon ancestors had their mother's maiden name as a middle name and this would fit if Ann Vicary from the 1841 census was Ann's grandmother.
Among other places, the Tiverton district where John & Ann were married covered Bampton as well as Uffculme where John was born but I can't find any Uffculme parish records on line.
Sorry I can't find anything else on John Hoskins but I hope the other information is useful.
