Usually it means who was attending/looking after/ with her at death .
I have listed on a few of mine "daughter in attendance"
Ellen could possibly have been her sister or sister in law ?

...however in 1871 in Claverley Salop there is Ellen Bragger W 58 Nurse b Claverley (plus children) RG10 2744 51 2
1891 Ellen bragger was living in Birmingham with son in law Richard Goodman and wife Helen. also with them was mary hall aunt U 70
