Can't locate him on 1901 -possibly he was in the Boer War - as this looks like him in 1891- (assuming parents are Edward/Annie living in Horsley 1891)

It certainly looks like him as Edward and Annie were the parents names. Strange that he says he is born in Horsley as the family moved there C1888 from Tetbury.

Possibly his p.o.b. was given as Horsley as that is the address he would have given when he joined up
I have come accross in my research soldier's p.o.b. being given as their home address- which is sometimes even a different county to where they were born
