Sometimes one gets lucky and the person never left his home town. When you have the certificate with initials try this site for a telephone number and address. Older people do not have the modern fetish for withholding their numbers from directories.

I have actually found relations through the oddest places. I have been posting my surname interests on the rootsweb message board and genforum message board. Actually have been contacted rather quickly by people who are searching for the same names. Some contacts have been VERY distantly related but others some have been only a couple of generations removed. Never hurts to try. Now I have living relations who are interested in the same tree. That is loads of fun. 
Ask for any addresses that family members may have. Send a letter to all no matter how far fetched it may seem. For me, A last resort was my mother's cousin. I never met her and her cousin's father moved away from the family when my mon was quite young. My uncle for some reason had an old address of the family. Turns out she lives near my in-laws and we were able to visit. She has dates to things that I never knew about. In addition to pictures of the whole Nixon line. My grandpa was in a picture I had not seen and my mom's cousin did not know who all the people were. Turns out I knew them.
