there are two possibles that i can find for williams birth or chr. in devon in the right timescale.
not knowing devon area very well i don't know how close the places are to uffcolme.
name. william summers
date of chr. 22nd jan 1809.
place. st.mary major,exeter,devon.
parents. martha summers. no fathers name given.

name. william summers.
date of birth. 25th feb. 1810.
date of chr. 1st aug 1813.
place of chr. halberton,devon.
parents. john-sarah summers.

One thing I haven't got is the surname of James Summers wife Hannah.

In 1901 she is noted as being born in Uffculme but in 1891 as born Petersfield, Hants. Her birth year is c1848/1849. In both these census returns she and James are living in Cardiff

How can I find out her surname and where they were married?

with regard to your marriage query
do you know when and where their eldest child was born
that could help to pinpoint where and when they were married ?maybe?
from that we might be able to determine hannahs maiden name.

Next was Maud Mary (My grandmother) born Cardiff 23/03/1879.
