Hi Corinnas,

The 1871 census also shows a daughter Emma age 4 born Havant Hampshire:

RG10/1110 78 42
Tortington, Sussex

Thomas Savage, head, 28, Signal Man on L?B? & S?C?B?, b. Westbourn Sussex
Phoebe, wife, 26, b. Blackfriars Road London
Emma F, dau, 4, b. Havant Hants
William, son, 2, b. Horsham Sussex

Which makes this marriage quite possible:
Sep 1866 Havant 2b 635
Thomas Savage to possibly Phoebe Jackson
