Military service number?

In looking at an ancestor's death certificate, I found a number next to his name.  It began C-2, then a space, then 3 more numbers, and then another space.  He died in a VA Hospital and was in the military during the Spanish-American War, so I wondered if that was his service number.  Anyone know?  I tried Googling, but I couldn't find an answer.

You might see if he's in the VA cemetery list?

Where was the certificate from? You could look for info on death certificates in that location - it may be an internal reference/index number.

http://en.wikipedia.org/wiki/USS_Charleston_(C-2) - this is the only 'C-2' reference I could find relating to the Spanish-American war (I believe it refers to the class of ship).

The death certificate is in West Virginia.  The man in question is buried in a church cemetary in Ohio. 

I don't remember seeing any numbers like this in other West Virginia death certificates that I've looked at.  I looked up some random certificates in the same county and around the same year, and they don't seem to have any numbers like this, even the ones who died in the VA Hospital.
