John Croft shown on 1859 marriage certificate as a Harbour Master, likely to have been born around 1800. Possible locations Cornwall or South Devon. Any info please?

Unfortunately John Croft is shown as the father of James Frederick John Croft who married Sarah Cole in Plymouth on 20/12/1859. We know James was born in Heligoland around 1833 (then part of the Empire) so John was probably in the military, posted there. The 1861 census gives no John Croft, harbour master, so I am rather stuck.
