That's a common misconception. Google for the Registrars office in your desired location and quite often they can do the research - for a fee.
A great money saver - Aberdeen Registrars Office (as do many others in Scotland), - has Scottish BMD records online going back to 1855. Charge £15 per hour. An hour should be more than enough to get a good core of info. I use them as I live locally and visit in person.
