My mums half brother lived and died in portsmouth in 2000. How would i find out whether her other half siblings lived in portsmouth?

You can search current phone books free by surname and town (eg BLOGGS Portsmouth) here:

www.bt.com/directory-enquiries

There are many paid for sites where you can seaarch the current electoral rolls, or you could do it for free at the record office.  I am not sure how to look for electoral rolls from a few years back.
