I think that I may have found Samuel in 1841, but it might not help you much because he is not living with his parents. The 1841 does not gives relationships nor place of birth. Adult ages tend to be rounded to the nearest 5.

I don't have a name index for the 41 I'm afraid, but I checked the rest of this enumeration district and couldn't find any other PERRINS.
