Have you asked someone to look in a directory? (Mine's a bit early, 1829). If her name's on it she's at least the proprietor even if she doesn't own the buildings.
What's the address? Is it a streey of shops?

I'm confused - easily done, but if the address in 1861 was Whitehaven, where did Penrith come from? Was it another document such as a marriage certificate? Can she not simply have moved?

Just looked at the 1861. I see that she was born Penrith rather than being a greengrocer there 
I'm also confused.

Whitehaven harbour

If the Longmires Court was connected to Joseph Longmire, they must have been quite a high profile family. There's quite a few dwellings in Longmires court, and there's a Longmires Passage.
I'm trying to visualise where it might have been. Queen St is quite a long street, it must have been somewhere that something else has been built in it's place. I'm intrigued - I'll have to try and find an old map. Geoff have you not got one of the area?
