A young man, cropped but no photographer noted on the original card front. An odd style of jacket which ought to be rather definitive to anyone who knows men's fashions, maybe? Lovely photo.

My first thought was that he is a liveried carriage driver (horse drawn) !  The spats he is wearing are unusual , maybe OR could throw some light on it.
